WSJ Offer Agency, and/or Fulfillment@WSJOffer.com are the websites where this fake company peddles very low cost subscriptions to various Wall Street Journal Products.

I placed an order for 12 months subscription for the paper copy of WSJ on 4/16/2019. Paid by VISA on line.
They responded, and gave me am order number, with
April 23, 2019 as the date of the first delivery of the WSJ. No paper came.I called the real WSJ and inquired about it. To my shock, the WSJ advised that this was a scam.
